Pakistan’s political instability and polarisation lead to attacks on press freedom and media safety – Pakistan Press Foundation.

Pakistan has been plagued by political instability and uncertainty during 2022-23, leading to a charged political environment and polarisation. Unfortunately, this has resulted in attacks on media safety and press freedom in the country.

This is the main finding of the report, Press Freedom and Media Safety in Pakistan 2022-2023:    Restricted content, physical violence and loaded rhetoric: Political Polarisation and uncertainty impinge media safety in Pakistanreleased by Pakistan Press Foundation on the World Press Freedom Day.

The report documents how the media has directly felt the impact of the political upheaval through physical attacks at political rallies, the registration of cases and arrests of journalists, loaded rhetoric used to attack critical journalists, and state-mandated regulations cutting off the media’s ability to cover critical developments.

An environment of partisan politics has kept the media under attack, leading to at least 72 documented instances of physical attacks on journalists and media professionals, including two killings of journalists, 62 instances of manhandling or injuries, three instances of kidnappings or abductions, three instances of raids, and two detentions. Journalists were threatened in at least 20 instances, and the trolling, harassment, and abuse of journalists online also continued.

The death of Channel 5 reporter Sadaf Naeem while covering a rally in October 2022 highlighted the unfortunate lack of safety measures for journalists on the ground, including at political rallies, elections, and other venues. The death of Naeem and another journalist, Arshad Sharif, who was killed in Kenya, should serve as a turning point for media safety in Pakistan. However, the recently announced Code of Conduct for National Media and the Code of Conduct for political parties issued by the Election Commission of Pakistan (ECP) are vague and ambiguous, lacking explicit measures for media safety.

Journalists have also faced arrests due to their work, including anchorperson Imran Riaz Khan, who was arrested twice during the past year and a half, and Bol News journalist Shahid Aslam, who was arrested in connection with a data leak of information regarding a former army chief. Aslam’s arrest demands for his password, and seizure of his electronic devices directly violate his ability to do his work freely, indicating a culture where laws safeguarding journalists can openly be violated. Similarly, ARY News head Ammad Yousaf was arrested without warrants, and his privacy rights were violated. These incidents demonstrate the need for better protection for journalists in Pakistan.

On March 20, the Lahore High Court annulled Section 124-A of the Pakistan Penal Code (PPC) concerning sedition.

As political temperatures ran high, many rallies and protests were held. As the Pakistan Tehreek I Insaf (PTI) protested the ouster of their party chairman as the country’s premier, the media at these events became the target of harassment and physical attacks. Multiple journalists were injured in April, and May 2022, and DSNG vans of various networks were damaged.

Meanwhile, political rhetoric by leaders of two of Pakistan’s most prominent political parties in Pakistan — PTI and the Pakistan Muslim League Nawaz (PML-N) — has further attempted to malign journalists. By making baseless or unverified allegations against them, the trolling, harassment and discrediting of media professionals are justified by political figures.

As the sitting prime minister, Khan labelled some journalists as mafias and blackmailers. Such baseless claims by the top of the country’s leadership are dangerous and fuel fires against a media already under attack. Meanwhile, PML-N Vice President Maryam Nawaz has made her stance clear on numerous occasions, such as by removing the microphone of ARY News during a press conference or resharing an insensitive tweet following the murder of Arshad Sharif.

The callous attitude of the political leadership at a time when political divisions are rife is dangerous for the safety of the media and press freedom. Such rhetoric is not without impact and is likely to alienate the public from the media, create certain impressions, and undermine the media’s credibility. In other cases, it can justify acts of violence or ignite such attacks.

In the case of women journalists, rhetoric by key political figures is based upon personal attacks and character assassination of women in the media, similar to the online trolling and harassment they face. Khan’s claim that News One anchor Gharida Farooqi was asking for abuse by entering male-dominated spaces is a dangerous statement implying fault lies with a woman when she faces harassment.

At the state level, control of the media has continued unabated. Policies and measures impeding free expression were commonplace throughout this period, with the Pakistan Electronic Media Regulatory Authority (PEMRA) acting more as a media censor than a regulator.

An overzealous regulator, PEMRA took it upon itself to ban entire coverage topics, depriving the public of its right to access information and making journalists work significantly harder.

From bans on addresses by the former prime minister and coverage of terror attacks to bans on proceedings outside courts and a ban on reporting on the conduct of sitting judges, PEMRA has issued directives or prohibition orders in at least 15 instances. These blanket bans on coverage have further shrunk the space for free expression and created an environment of increased redlines and barriers to free speech.

Ahead of a general election, where the free flow of information and access to information is vital, such measures by PEMRA are likely to undermine the role of the media.

Instead of acting as a media regulator, PEMRA appears to be working as a censor board. Its prohibition orders have created a minefield of redlines for the media to work within.

Additionally, its punitive action has included the closure of channels.

The past year saw the cancellation of licenses, closure of channels and the issuance of show-cause notices. ARY News and Bol News witnessed multiple instances where transmission was disrupted, as well as state-mandated closures.

In August 2022, the government cancelled the No-Objection Certificate (NOC) for ARY, effectively suspending news transmission from this television channel. The move came just days after the transmission of the channel was suspended across parts of the country, and ARY staff were arrested and had cases registered against them. The Sindh High Court had suspended the notice of the interior ministry.

On Sep 5, 2022, PEMRA announced to stop the broadcasting of Bol News and Bol Entertainment due to the failure of security clearance from the interior ministry.

These closures were once repeated in 2023. In March, both ARY News and Bol News faced closures.

On March 5, PEMRA suspended ARY’s broadcast for airing clips of former premier Imran Khan despite a prohibition order issued against airing his speeches. On March 18, Bol News was blocked when it continued airing proceedings at the Judicial Complex during former premier Imran Khan’s appearance despite a prohibition order.

Channel closures repress press freedom and create financial challenges for media houses.

With general elections expected in 2023, the impact of political polarisation on media safety and press freedom is of grave concern. While the role of the media to report freely is always vital, it is even more so during a period of political transition, particularly for elections which require rigorous reporting and accountability. The media must be able to report on critical developments in the country without the fear of reprisal, including physical attacks, threats or legal proceedings, state-mandated prohibition or the use of political rhetoric focussed on character assassination.

Similarly, the push for monitoring content online has also increased.

A presidential ordinance passed under the PTI government proposed greater control of the digital media landscape, strengthening the draconian Pakistan Electronic Crimes Act 2016. It was later overturned by the Islamabad High Court (IHC). Coming into power, the Pakistan Democratic Movement (PDM) government led by PML-N made sweeping promises on press freedom, including proposed discussions on PECA, 2016. Progress on these discussions or whether they have occurred has yet to be reported.

While the information minister has claimed that the government has not registered any cases under PECA, 2016 against journalists, the track record for press freedom under the PDM government has been much the same as its predecessor PTI government. As opposition parties, each have claimed to be a defender of free speech and press freedom. Yet, once in power, little action towards ensuring media safety, reducing media regulation or tackling the culture of impunity in crimes against the media has been documented.

As the role of digital media and online platforms become increasingly relevant, media have come under attack online. In particular, the attacks against women journalists take on a gendered nature built upon the character assassination and personal attacks of women in the media.

This year the wife of late journalist Arshad Sharif and a journalist herself, Javeria Siddique, became the subject of an online trolling campaign.  Siddique tweeted: “My husband was killed with a bullet. I will be killed through character assassination.”

With the successful passage of the federal Protection of Journalists and Media Professionals Act 2021 and the provincial-level Sindh Protection of Journalists and Other Media Practitioners Act 2021, a legal recourse became available for media professionals under attack. Despite this, a lack of effective implementation of these laws undermines their use. The Sindh Commission for the Protection of Journalists and Other Media Practitioners was formed in November 2022. The Commission for the Protection of Journalists and Media Professionals is yet to be formed at the federal level.

While there remains uncertainty about the future of elections, the nature of attacks on the media during 2022-23 at political rallies and events, state-level regulation, arrests and case registration make evident the need for effective and clearly defined measures for media safety ahead of general elections.

Protecting Press Freedom: Urgent Actions Needed to Ensure Safety of Journalists in Pakistan’s Upcoming Elections

Pakistan’s upcoming general elections in 2023 are shrouded in uncertainty, but the charged political rhetoric, rallies, and protests have already had a profound negative impact on the safety of the media and the space for free expression in the country. Unfortunately, the nature of the attacks on the media in 2022-23 suggests that journalists and media professionals will face an onslaught of violence in the politically charged environment leading up to the elections.

An annual report released on World Press Freedom Day 2023 Pakistan Press Foundation (PPF) has recommended concrete actions to ensure the safety of journalists during the political transition.

The report recommends the immediate formation of the Commission for the Protection of Journalists and Other Media Professionals by the federal government. The effective implementation of the federal Protection of Journalists and Media Professionals Act, 2021, and the provincial-level Sindh Protection of Journalists and Other Media Practitioners Act 2021 is essential to increase accountability, reduce violence against the media, and tackle the culture of impunity surrounding these crimes.

The Election Commission of Pakistan (ECP) must review its Code of Conduct for the media and ensure that it provides unambiguous measures to ensure the safety of journalists and media professionals reporting on the elections. Any sections about restricting media coverage should be excluded from the Code of Conduct for National Media. The ECP must also review its Code of Conduct for Political Parties and ensure that it assigns specific responsibility to political parties for media safety and compels them to share their plans for media safety to prevent incidents such as the death of Sadaf Naeem that took place at a political rally in October 2022.

The report also recommends that the ECP assign specific responsibility to political parties for the safety of the media and require them to ensure effective measures for media safety are in place during their electioneering events. The mandated content regulator, PEMRA, must not encourage censorship or act as a muzzle on free speech. During both provincial and general elections, coverage of all developments must be permitted without fear of reprisal or prohibition orders stopping the broadcast of critical issues or incidents.

Digital media and social media platforms may become sources of information overload during election cycles. While it is the media’s responsibility to ensure accurate and verified coverage, any measures to increase regulation of these platforms or suspend internet access, as observed previously, are unacceptable. Free expression across all media platforms is vital for a free and fair election in a democracy.

Registration of cases and initiating criminal proceedings against journalists or media persons encourage self-censorship through intimidation. Journalists must be permitted to work without fearing legal reprisals, lengthy cases, or arrests. Media organisations must also provide journalists with safety training and equipment. The physical and mental well-being of staff should be taken into account and safeguarded through practical training, timely payment of salaries, and constant evaluation of the safety risk to journalists.

Only by protecting the safety of journalists and media professionals can the public receive accurate and impartial information, and the democratic process can be conducted freely and fairly.

The Pakistan Press Foundation (PPF) has announced that the 2023 Press Freedom Award has been conferred on slain journalist Arshad Sharif.

Arshad Sharif’s experiences as a journalist in Pakistan were fraught with difficulties, including harassment and legal cases. His eventual decision to leave the country and subsequent murder in Kenya are a stark reminder of the dangers and challenges journalists face in Pakistan. Sharif’s untimely death should serve as a wake-up call to both media professionals and institutions, as well as state authorities in Pakistan, of the grave risks journalists face while performing their duties.

On World Press Freedom Day, PPF recognises and honours Sharif’s contributions to freedom of expression.”  However, there remains little clarity on the circumstances of his departure from Pakistan, his eventual arrival in Kenya, and his murder on October 23, 2022. As we honour the life of the late journalist, we urge authorities to conduct credible investigations into his murder and ensure that justice is served on those who forced Sharif to flee from Pakistan.

Initially, varying versions of his death came forward, with some reports claiming it was an accident and Kenyan media claiming it was a “mistaken identity” case.   However, in December, a fact-finding team (FFT) comprising officials of the Federal Investigation Agency (FIA) and the Intelligence Bureau determined that Sharif’s death was a result of a “planned targeted assassination”.

The FFT report finds that the version of the Kenyan Police claiming the death to be a case of mistaken identity was “full of contradictions” and stated that the post-mortem indicates that the journalist had also been tortured.

In April 2022, there were reports that Sharif was facing harassment by the FIA. While the FIA had denied responsibility for the arrest or harassment, the Islamabad High Court (IHC) had ordered the agency to stop harassing Sharif and other journalists. Having fled the country, Sharif was still not safe.

As Sharif’s murder is investigated, we again call upon authorities to ascertain the factors that led to his departure from Pakistan and eventual arrival in Kenya. Sharif’s ordeal is an alarming reminder of the lack of safety and the threats journalists face in Pakistan because of their work.

The high rates of impunity for the murder of journalists in Pakistan are a grim reality that requires determined efforts by all state institutions. Sharif’s murder and the reasons behind his departure from Pakistan must be investigated thoroughly.  The suo-motu case of Sharif’s murder is ongoing in the Supreme Court of Pakistan and must be perused with diligence and seriousness.

Sharif, a prominent journalist in Pakistan, had an illustrious career that sadly ended with his untimely death. He had worked with several major networks in the country and was awarded the Presidential Pride of Performance Award in 2019.

Prior to leaving Pakistan in August, Sharif hosted the show Power Play on ARY News, where he had been working since 2014. However, the sedition charges filed against him and other journalists led to his departure from the country. Following this, ARY News announced that they had parted ways with Sharif, citing his failure to comply with the company’s social media code of conduct.

Before joining ARY News, Sharif hosted Kyun on Dunya News and served as the Islamabad bureau chief for Dawn News TV. He had also worked in The News and Aaj News.

Following his departure from ARY News, Sharif was set to continue his journalistic career with Bol News. However, his unfortunate passing prevented his program from being aired.

پاکستان پریس فاؤنڈیشن (پی پی ایف) نے 2023 کا پریس فریڈم ایوارڈ مقتول صحافی ارشد شریف کو دینے اعلان کیا ہے ۔

پاکستان میں بطور صحافی ارشد شریف کے تجربات مشکلات سے بھرپور تھے جن میں ہراسانی اور قانونی مقدمات بھی شامل تھے۔ ان کا ملک چھوڑنے کا حتمی فیصلہ اور اس کے نتیجے میں کینیا میں قتل پاکستان کے صحافیوں کو درپیش خطرات اور چیلنجوں کی واضح یاد دہانی ہے۔ شریف کی بے وقت موت  کو میڈیا کے پیشہ ور افراد اور اداروں کے ساتھ ساتھ پاکستان میں ریاستی حکام کو بھی صحافیوں کو اپنے فرائض کی انجام دہی کے دوران درپیش سنگین خطرات کے لئے ایک ویک اپ کال کے طور پر سمجھنا چاہئے۔

آزادی صحافت کے عالمی دن کے موقع پر، پی پی ایف آزادی اظہار کے لئے شریف کی خدمات کو تسلیم کرتا ہے اور ان کا احترام کرتا ہے۔تاہم، ان کا پاکستان چھوڑنا، نتیجتاًکینیا میں ان کا آنا، اور 23 اکتوبر 2022 کو ان کے قتل کے حالات کے بارے میں تھوڑی سے وضاحت باقی ہے۔ مرحوم صحافی کی زندگی کا احترام کرتے ہوئے، ہم حکام سے ان کے قتل کی معتبر تحقیقات کرنے اور اس بات کو یقینی بنانے کی اپیل کرتے ہیں کہ ان لوگوں پر انصاف لاگوکیا جائے جنہوں نے شریف کو پاکستان چھوڑنے پر مجبور کیا۔

اپریل 2022 میں یہ رپورٹس سامنے آئی تھیں کہ شریف کو ایف آئی اے کی جانب سے ہراسانی کا سامنا ہے۔ جب کہ ایف آئی اے نے گرفتاری یا ہراسگی کی ذمہ داری سے انکار کیا تھا، اسلام آباد ہائی کورٹ (آئی ایچ سی) نے ایجنسی کو شریف اور دیگر صحافیوں کو ہراساں کرنے سے روکنے کا حکم دیا تھا۔ ملک سے فرار ہونے کے باوجود شریف محفوظ نہیں رہے۔

جیسےکہ شریف کے قتل کی تحقیقات جاری ہیں، ہم حکام سے دوبارہ مطالبہ کرتے ہیں کہ وہ ان عوامل کا پتہ لگائیں جن کی وجہ سے وہ  پاکستان چھوڑنے اور  نتیجتاً کینیا آنے کا باعث بنے۔ شریف کی ہلاکت، پاکستان میں صحافیوں کے لئے تحفظ کی کمی اور انہیں اپنے کام کی وجہ سے درپیش خطرات کی تشویشناک یاد دہانی ہے۔

پاکستان میں صحافیوں کے قتل میں استثنیٰ کی بلند شرح ایک تلخ حقیقت ہے جس کے لیے تمام ریاستی اداروں کی جانب سے پرعزم کوششوں کی ضرورت ہے۔ شریف کے قتل اور ان کے پاکستان چھوڑنے کی وجوہات کی مکمل تحقیقات ہونی چاہئیں۔ شریف کے قتل کے ازخود نوٹس پر سپریم کورٹ آف پاکستان میں کارروائی جاری ہے اور اسے ہوشمندی اور سنجیدگی کے ساتھ دیکھنا چاہیے۔

شریف کا کیریئر

ممتاز  پاکستانی صحافی شریف ایک شاندار کیریئر کے حامل تھے جو افسوسناک طور پر ان کی بے وقت موت کے ساتھ اختتام  پزیرہوا۔ انہوں نے ملک کے کئی بڑے نیٹ ورکس کے ساتھ کام کیا تھا اور انہیں 2019 میں صدارتی پرائیڈ آف پرفارمنس ایوارڈ سے نوازا گیا تھا۔

پاکستان میں بطور صحافی ارشد شریف کے تجربات مشکلات سے بھرپور تھے جن میں ہراسانی اور قانونی مقدمات بھی شامل تھے۔ ان کا ملک چھوڑنے کا حتمی فیصلہ اور اس کے نتیجے میں کینیا میں قتل پاکستان کے صحافیوں کو درپیش خطرات اور چیلنجوں کی واضح یاد دہانی ہے۔ شریف کی بے وقت موت  کو میڈیا کے پیشہ ور افراد اور اداروں کے ساتھ ساتھ پاکستان میں ریاستی حکام کو بھی صحافیوں کو اپنے فرائض کی انجام دہی کے دوران درپیش سنگین خطرات کے لئے ایک ویک اپ کال کے طور پر سمجھنا چاہئے۔

آزادی صحافت کے عالمی دن کے موقع پر، پی پی ایف آزادی اظہار کے لئے شریف کی خدمات کو تسلیم کرتا ہے اور ان کا احترام کرتا ہے۔تاہم، ان کا پاکستان چھوڑنا، نتیجتاًکینیا میں ان کا آنا، اور 23 اکتوبر 2022 کو ان کے قتل کے حالات کے بارے میں تھوڑی سے وضاحت باقی ہے۔ مرحوم صحافی کی زندگی کا احترام کرتے ہوئے، ہم حکام سے ان کے قتل کی معتبر تحقیقات کرنے اور اس بات کو یقینی بنانے کی اپیل کرتے ہیں کہ ان لوگوں پر انصاف لاگوکیا جائے جنہوں نے شریف کو پاکستان چھوڑنے پر مجبور کیا۔

ابتدائی طور پر، ان کی موت کی مختلف توضیحات سامنے آئیں، کچھ رپورٹس میں دعویٰ کیا گیا کہ یہ ایک حادثہ تھا اور کینیا کے میڈیا نے دعویٰ کیا کہ یہ ایک “غلط شناخت”  کا معاملہ تھا۔ تاہم، دسمبر میں، فیڈرل انویسٹی گیشن ایجنسی (ایف آئی اے) اور انٹیلی جنس بیورو کے اہلکاروں پر مشتمل ایک فیکٹ فائنڈنگ ٹیم (ایف ایف ٹی) نے اس بات کا تعین کیا کہ شریف کی موت “منصوبہ بند ٹارگٹڈ قتل” کا نتیجہ تھی۔

ایف ایف ٹی کی رپورٹ سے پتا چلتاہے کہ کینیا کی پولیس کی جانب سے موت کو غلط شناخت کا معاملہ قرار دینے کی توضیح “تضادات سے بھرپور” تھی اور  پوسٹ مارٹم سے ظاہر ہوتا ہے کہ صحافی کو تشدد کا نشانہ بھی بنایا گیا تھا۔

اپریل 2022 میں یہ رپورٹس سامنے آئی تھیں کہ شریف کو ایف آئی اے کی جانب سے ہراسانی کا سامنا ہے۔ جب کہ ایف آئی اے نے گرفتاری یا ہراسگی کی ذمہ داری سے انکار کیا تھا، اسلام آباد ہائی کورٹ (آئی ایچ سی) نے ایجنسی کو شریف اور دیگر صحافیوں کو ہراساں کرنے سے روکنے کا حکم دیا تھا۔ ملک سے فرار ہونے کے باوجود شریف محفوظ نہیں رہے۔

جیسےکہ شریف کے قتل کی تحقیقات جاری ہیں، ہم حکام سے دوبارہ مطالبہ کرتے ہیں کہ وہ ان عوامل کا پتہ لگائیں جن کی وجہ سے وہ  پاکستان چھوڑنے اور  نتیجتاً کینیا آنے کا باعث بنے۔ شریف کی ہلاکت، پاکستان میں صحافیوں کے لئے تحفظ کی کمی اور انہیں اپنے کام کی وجہ سے درپیش خطرات کی تشویشناک یاد دہانی ہے۔

پاکستان میں صحافیوں کے قتل میں استثنیٰ کی بلند شرح ایک تلخ حقیقت ہے جس کے لیے تمام ریاستی اداروں کی جانب سے پرعزم کوششوں کی ضرورت ہے۔ شریف کے قتل اور ان کے پاکستان چھوڑنے کی وجوہات کی مکمل تحقیقات ہونی چاہئیں۔ شریف کے قتل کے ازخود نوٹس پر سپریم کورٹ آف پاکستان میں کارروائی جاری ہے اور اسے ہوشمندی اور سنجیدگی کے ساتھ دیکھنا چاہیے۔

شریف کا کیریئر

ممتاز  پاکستانی صحافی شریف ایک شاندار کیریئر کے حامل تھے جو افسوسناک طور پر ان کی بے وقت موت کے ساتھ اختتام  پزیرہوا۔ انہوں نے ملک کے کئی بڑے نیٹ ورکس کے ساتھ کام کیا تھا اور انہیں 2019 میں صدارتی پرائیڈ آف پرفارمنس ایوارڈ سے نوازا گیا تھا۔

اگست میں پاکستان چھوڑنے سے قبل، شریف نے اے آر وائی نیوز پر پاور پلے شو  کی میزبانی کی، جہاں وہ 2014 سے کام کر رہے تھے۔ تاہم، ان پر اور دیگر صحافیوں کے خلاف درج بغاوت کے الزامات نے ان کو ملک چھوڑنے پر مجبور کیا۔ اس کے بعد، اے آر وائی نیوز نے کمپنی کے سوشل میڈیا ضابطہ اخلاق کی تعمیل کرنے میں ان کی ناکامی کا حوالہ دیتے ہوئے شریف سے علیحدگی اختیار کرنے کا اعلان کیا تھا۔

اے آر وائی نیوز میں شامل ہونے سے پہلے، شریف نے دنیا نیوز پر ‘کیوں  کی میزبانی کی اور ڈان نیوز ٹی وی کے اسلام آباد بیورو چیف کے طور پر خدمات انجام دیں۔ وہ دی نیوز اور آج نیوز میں بھی کام کر چکے تھے۔

اے آر وائی نیوز سے علیحدگی کے بعد، شریف بول نیوز کے ساتھ اپنا صحافتی کیریئر جاری رکھنے کے لیے تیار تھے۔ تاہم ان کی ناسازگار موت نے ان کے پروگرام کو نشر ہونے سے روک دیا۔

On International Women’s Day, PPF calls attention to attacks on women journalists; the safety of women journalists must be ensured

As the world observes International Women’s Day, Pakistan Press Foundation (PPF) calls attention to the attacks, harassment and abuse that women journalists in Pakistan face and urges the need for tackling such attacks on women in the media. The safety — both physical and mental — of women journalists must be ensured.

While the media as a whole in Pakistan faces numerous challenges including physical attacks, online harassment and threats of attack within a restrictive media landscape, the attacks on women journalists additionally take on a gendered nature focussed on character assassination and personal attacks on them.

During a series of political rallies in May 2022, journalists on the ground were subjected to acts of violence. In one such instance, woman journalist Samaa TV reporter ZamZam Saeed was injured after being attacked by Pakistan Tehreek Insaf (PTI) supporters in Karachi.

In a tragic accident, Channel 5 reporter Sadaf Naeem lost her life after being run over by a container PTI chairman and former prime minister Imran Khan was travelling in during his political party’s “Long March” in Punjab.

Naeem’s death was a tragic loss of life that highlights the need for safety training for the media. It should serve as a wake-up call for the media, political parties and authorities organizing such rallies about the necessary arrangements needed to ensure the safety of journalists on the field.

Along with physical attacks, women journalists have in particular come under attack online. Hateful messages, morphed images and vile messages about women journalists are often shared on social media platforms. Leading women journalists have on repeated occasions become the target of campaigns that are sometimes led or supported by political parties.

In August 2020, a group of Pakistani women journalists issued a statement highlighting the nature of the abuse they were experiencing. According to the joint statement, women were targeted for their viewpoints, particularly regarding the government’s handling of Covid-19, making it “incredibly difficult” for them to carry out their professional duties.

The joint statement noted that women journalists were called “peddlers of ‘fake news,’ ‘enemy of the people’ and accused of taking bribes (often termed ‘paid’ journalists or lifafas”).

Additionally, they said that their social media timelines were “barraged with gender-based slurs, threats of sexual and physical violence,” and attempts to hack their accounts.

PPF has observed that political rhetoric by senior political leaders also targets women journalists or makes excuses for the abuse they face. This is a dangerous precedent that can further lead to inciting attacks or abuse against these journalists.

On October 18, 2022, PTI chairman Khan stated that NewsOne anchorperson Gharidah Farooqi was opening herself up for attacks by entering male-dominated spaces. Khan referenced Farooqi and said: “Gharidah Farooqi enters the crowd and then complains of harassment”.

In a tweet, Farooqi shared that in response to a question regarding the trolling and attacks on journalists, Khan replied: “If Gharidah Farooqi shoves herself with men, then this will happen.”

Laws passed for the protection of women in the workplace and for the safety of journalists and media professionals must be implemented in order to ensure that a safe work environment for women in the media can be created. The lack of acknowledgement, seriousness and effort to counter such acts must also be changed with a concerted effort to document and condemn such attacks.

Both the Sindh Protection of Journalists and Other Media Practitioners Act, 2021 and the federal-level Protection of Journalists and Media Professionals Act, 2021 guarantee protection against harassment. The Sindh-level law goes a step further by differentiating between broader harassment and sexual harassment, which defines sexual harassment as defined in the Protection Against Harassment of Women at the Workplace Act, 2010. These laws should provide a legal avenue for protection against harassment within the workplace through effective implementation.
