DERA ISMAIL KHAN: Commissioner Zafarul Islam Khattak has said that police have been deployed to guard the house of journalist Miraj Khalid in Wana, South Waziristan tribal district, after his expulsion from the area by a local jirga.

Talking to journalists here on Tuesday, he claimed that administration provided complete security and cooperation to Miraj Khalid. He said assistant commissioner of Wana and police were sent immediately for the safety of Miraj Khalid after the jirga asked him to pay fine or leave the area.

The commissioner said that the administration sent a message to the journalist to avoid paying any fine to the jirga or vacating his house. However, he said that Miraj Khalid left for Islamabad although a message was sent to him to come to Dera Ismail Khan where two rooms were booked for his family at Circuit House so that they could stay there for two to three days and then return to Waziristan.

He said that administration in Wana was taking all possible measures to maintain the government’s writ and ensure the safety of the lives and property of the residents.

SEIZED: Police claimed to have seized non-custom paid (NCP) items worth more than Rs2.4 million during checking of several vehicles on bypass road.

They said that they recovered 92 sacks of plastic bags, 105 cartons of bubblegum, 145 cartons of milk cream and other items from different vehicles during checking. The estimated worth of the recovered goods was around Rs2,433,000

ACCIDENT: Two men were killed when a car hit their motorcycle near Kulachi Morr on Daraban road here on Tuesday.

Haji Munawar Din Chughtai told Daraban police a car hit the motorcycle of his son Mohammad Huzaifa and his friend Shahid Khan near Kulachi Morr. As a result, Huzaifa died on the spot while Shahid received serious injuries. The body and injured were shifted to Mufti Mahmood Hospital where Shahid also succumbed to his injuries.

Meanwhile, police claimed to have arrested 286 drug peddlers and recovered more 141 kilograms of drugs, eight bottles of liquor and non-custom paid (NCP) items worth around Rs694.7 million during the last month.

Journalist Khalid Jamil arrested by the FIA for misinterpreting and disseminating ‘anti-state narrative;’ sent to Adiala Jail on judicial remand

Ausaf Broadcasting News (ABN) Bureau Chief Khalid Jamil was arrested by the Federal Investigation Agency (FIA) on September 20. Jamil was taken into custody by FIA officials from his residence in New Town, Islamabad, for allegedly knowingly misinterpreting and disseminating “anti-state narrative” in his recent posts on social media.

A First Information Report (FIR) was registered against Jamil at the FIA Cyber Crime Reporting Centre in Islamabad on September 20 under Section 20 of the Prevention of Electronic Crimes Act (PECA) Ordinance 2016 and Section 505 of the Pakistan Penal Code. As per the FIR, Jamil was “propagating highly intimidating content/tweets on social media/Twitter.”

According to the FIR, Jamil had “knowingly misinterpreted and disseminates anti-state narrative by sharing false, misleading and baseless information, which are also likely to cause fear or alarm in the public and may induce/incite anyone to commit an offense against the state or state institution or public tranquility.”

Jamil’s legal representative, Barrister Gohar, told PPF that Jamil’s arrest was “unwarranted,” adding that individuals have a right to express their opinions on social media.

On September 22, a district and sessions court in Islamabad remanded Jamil in the custody of the FIA for two days, Dawn reported. Following this, on September 24, the journalist was sent to Adiala Jail on 14-day judicial remand, Barrister Gohar told PPF.

As per Jamil’s legal representative, the journalist was under arrest, and they had applied for bail with court proceedings set for September 26.

Speaking to PPF, ABN News Director News Mohsin Nawaz strongly condemned Jamil’s detention, claiming that FIA officials arrested him like a criminal in front of his children, describing it as a “heavy-handed approach.”

Rawalpindi Islamabad Union of Journalists Vice President and Nawa-i-Waqt senior correspondent Shahid Ajmal condemned the arrest, alleging that FIA officials had violated procedures by arresting Jamil without a proper arrest warrant. He stressed that this action contravened the standard operating procedures of the PECA, 2016 law, which requires consultation or notification of journalists’ unions before arresting any journalist in Pakistan.

Pakistan Federal Union of Journalists, Rawalpindi Islamabad Union of Journalists, and the National Press Club organized a protest on September 22, demanding Jamil’s immediate release and calling for action against FIA officials for violating the rule of law.

PFUJ President Afzal Butt declared Jamil’s arrest illegal and an attack on freedom of speech. He urged authorities to protect the rule of law and conduct a fair investigation into the conduct of FIA officials.

National Press Club Joint Secretary Talat Farooq condemned Jamil’s detention and warned that if FIA officials did not release the journalist within 24 hours, journalistic bodies across Pakistan would stage protests to defend the freedom of the press and expression in the country.

On August 18, 2023, Daily Khabrain reporter Faisal Shahzad and three DG Khan University professors were arrested from Mall Road in DG Khan, Punjab. The case is related to the Harassment of D.G Khan University student Sana Irshad. Sana was MA Final year student in the Physics department. Rashid called in his office and sexually harassed her. Sana Irshad raised her voice and complained to two other senior professors of the university, Dr Zafar Iqbal and Dr. Khalid Khatak. While confessing, Faisal Shahzad, a Daily Khabrein reporter, was also in the room. Sana was told that the video was being recorded for the university’s records and was subsequently assured that the video would not be shared on social media platforms. During the confession, Irshad said that her younger sister, who was in the second semester, was also being harassed by Dr. Rashid and was being blamed that she has an affair with Dr. Rashid. Faisal Shahzad released the video on Facebook through his anonymous account without the consent of Sana. Irshad’s father registered a First Information Report (FIR) with FIR no 497/23 under sections 501,384,406,506 as per the Pakistan Penal Code (PPC) on August 15, 2023. In which he stated the entire incident of harassment with his daughter and the release of the video without her consent. Faisal Shahzad and the other three professors have been arrested under judicial remand, and the case is currently under court trials in the District Court of DG Khan, Punjab. The court Challan has not been issued yet. On August 24, 2023, ASI Mohammad Khadim, the investigation officer, told PPF that the case is still under court trials, and for now, he can’t update with details of the court proceedings. Currently, he is under police custody. On August 25, 2023, Senior Reporter of Daily Khabrein, Aneela Ashraf, told PPF that Faisal Shahzad was the reporter of Daily Khabrein in D.G Khan, Punjab. On September 25, the Sialkot Police confirmed the release of the media person, stating that he had been “safely recovered” and was with his family. In a post on X, formerly known as Twitter, Riaz Khan’s legal representative, Mian Ashfaq Ali, confirmed the return of Riaz Khan.

On May 11, Riaz Khan was arrested at Sialkot Airport in the Punjab province. According to The News, the anchorperson was arrested for “allegedly inciting violence” when clashes ensued between security forces and supporters of former prime minister Imran Khan.  The report stated that the anchorperson was offloaded from a plane by the Federal Investigation Agency (FIA) when he was about to fly to Muscat from Sialkot. He was reportedly handed over to the police and shifted to an “unknown place.”

In court proceedings on May 12, the Lahore High Court Chief (LHC) Justice Muhammad Ameer Bhatti was told that Riaz Khan had been released, The Express Tribune reported.

As per Dawn, a law officer had told the high court that Riaz Khan was released from jail after taking a written undertaking, but there remained no news of where he was. The report added that a First Information Report (FIR) was registered by Riaz Khan’s father about his kidnapping on May 16.

Months later, according to Dawn, on September 20, the LHC had given the Punjab Inspector General (IG) Dr Usman Anwar the “last opportunity” to recover Riaz Khan by September 26. The anchorperson was released a day earlier, on September 25.

As per Dawn, Sialkot District Police Officer (DPO) Hassan Iqbal shared that the police got a call that Riaz Khan was at the Civil Hospital. He was later taken from the hospital to his residence.
